NotesNews : Ministers are privately acknowledging that retaining Britain's two billion pound a year European Union rebate will require it to make significant concessions on other issues as Tony Blair prepares for fresh assualts on the repayment at this weeks Vienna summit. The European leader's summit which starts on Thursday will cover a range of economic issues surrounding Agenda 2000 - the EU's plan to reform its financing in preparation for the expansion eastwards. Germany which takes over the EU presidency in three weeks has made clear its desire to see Agenda 2000 resloved by the end of its six months in charge. The row reached surreal heights at the weekend with reports that the German finance minister Oskar Lafonatine, had attempted to "handbag" the Chancellor, Gordon Brown, during a discussion on Briatins EU budget rebate in a Brussels bar. Standing in the hotel bar the minister - who has already riled the Labour leadership with calls for harmonisation - warned Mr Brown that his government would be pressing for a reduction in the rebate.
