NotesNews: The long-awaited NATO-Russia security pact, called The Founding Act on Mutual Relations, Co-operation and Security, is finalised after seven years of negotiations, formally sealing the end to the cold war. Mr. Yeltsin astonished NATO leaders with an impromptu promise that he would remove the warheads from nuclear weapons pointing at their countries. This was later clarified by his aides to Russia's nuclear warheads would not be targeted at signatories of the Act. The Supreme Court of the USA ruled that Paula Jones could pursue her sexual harassment case against President Clinton while he is in office.
