NotesNews : The Home Secretary, Michael Howard, was accused of buck passing yesterday as he came under repeated pressure to resign during an hour long grilling over the Whitemoor errors. He insisted the escape had not been caused by his policy failures and denied a claim in the Woodcock report that some of the blame lay in a confusion of accountability in the prison service between operational and policy matters. Mr Howard also rejected claims by the shadow Home Secretary, Jack Straw that he had been given two prior warnings of the security inadequacies at the jail, first by the chairman of the Whitemoor Board of Prisoner Visitors and then by one of his own backbenchers, Lady Olga Maitland. Mr Howard agreed the report had revealed a "wholly unacceptable and apalling state of affairs" but said the chief problem had been the failure of prison officers to carry out clear instructions.
