NotesNews : Deciding that the Atlantic alliance takes precedence over the fate of Bosnia the Clinton adminstration is radically altering its policy to fall into line with France and Britain, while trying to put the most acceptable diplomatic face on the harsh reality that the Serbs had won. Washington will now accept that Serbia and the territory held by the Bosnain Serbs can one day come together on a Serb confederation, and that a ceasefire can take place on the ground without the Bosnian Serbs withdrawing for the 70% of Bosnia they hold. This could clear the way for the Bosnian Serbs to accept the inter peace plan for Bosnia. The plan, unveiled last July on a take-it-or-leave-it basis, gave the Serbs 49% of Bosnia and proscribed any merger with Serbis proper. Now the five power group that drafted the plan - the US, Russia, Britain France and Germany - looks poised to offer the Bosnian Serbs confederal links with Serbia and also that the Serbs do not need to come down to 49% for some time.
