NotesSir Norman Fowler stepped down from his post as Tory party chairman today to
concentrate on his business affairs. He leaves without rancour. This is the second time he
has departed gracefully from a major post, having resigned from the Thatcher government
after 10 years for "family, domestic and personal reasons". However, his timing, on the eve
of a government reshuffle, threatens further turmoil within the demoralised party. There is
no obvious candidate to replace him. Backbenchers would like to see Michael Heseltine get
the job, but he has made it clear he does not want it. Another struggle now looms between
the left and the right of the party.
