News: Tory MP's were yesterday preparing to rally round the government over its compromise on European Union minority voting rights - but they were privately deeply critical of the way the issue had been handled and were putting yet another black mark against the premier leadership. In the lobbies MP's were again questioning why Mr Major had chosen voting rights as the issue on which to make such a high-profile stand without securing a face saving escape route first. Outright conspiracy theorists at Westminster were even suggesting that the Prime Minister's Cabinet rivals, Kenneth Clarke and Michael Heseltine had gone along with the firm stand on a blocking vote of 23 knowing that Mr Major would be left swinging in the wind in the inevitable climbdown.
