NotesNews : President Yeltsin last night dissolved the Russian Parliament and announced he was taking control of the country. The Parliament responded by stripping him of his powers and swearing in his arch-rival Alexander Rutskoi, as acting president. Mr Yeltsin called new elections for December 11th and 12th, and said that Parliament would not be reconstituted in its present form. But Russia's constitutional court, which has often clashed with him in the past, declared his decree unconstitutional and ruled that he could be impeached. Under constitutional amendments passed by Parliament last December, the President is stripped of his powers if he tries to dissolve Parliament. The vice-president then automatically assumes presidential powers, including the position of commander in chief of the armed forces. [Anotal Lieven, The Times, 22nd September 1993]
