NotesAlmost 20,000 policemen massed at Wembley on the 20th July 1993 in an unprecedented protest against the proposals of Sir Patrick Sheehy to revolutionise the service. Sir Sheehy's proposals envisage a service ruled by market forces, including performance-related pay, short-term contracts and limitations on sick pay and pension rights. The proposals were condemned by the Chairman of the Police Federation, Alan Eastwood, as a disaster. (Michael Horsnell, The Times) George Foulks, a Labour MP defence spokesman and magistrate, was arrested last night after an alleged assault on a police officer outside the Palace of Westminster.
