NotesProcess white going brown. The Michael Mates (Northern Ireland security minister) saga is furthered after a leaked letter shows the depth of his involvement in the Asil Nadir affair. In the letter, Mates tells Sir Nicholas Lyell of his growing concerns about the "injustice" of the way the authorities were pursuing Nadir, who jumped bail and fled to Northern Cyprus last month while awaiting trial on theft and false accounting charges involving thirty million pounds. Mates is questioning the police and Inland Revenue investigations in voicing these opinions. (Philip Webster and Nicholas Wood, The Times) In an attempt to bolster peace talks under way in Geneva, Europe and America retreated from any move to arm Bosnia's Muslims. John Major made plain that Britain has not ruled out the possibility of sending further troops to police the "safe areas". (Eve-Ann Prentice, The Times) Kenneth Clarke gave a stark warning that he might raise taxes in the November budget if economic recovery fails to bring a speedy reduction in government borrowing. He has also indicated that he is not satisfied with the borrowing projection: by 1996-97 the deficit is expected to fall by approximately 4 per cent of the national income.(Jill Sherman, The Times) Legislation giving magistrates the power to lock up teenage tearaways in local authority secure units for up to six months is being considered by the government.
