NotesNews: "A legal challenge to the ratification of the Maastricht treaty appeared certain last night as the government faced the choice of a Commons defeat or surrender over a contentious amendment on the social chapter. A ruling by Betty Boothroyd, the Speaker, that MPs will be allowed to vote on Britain's opt-out from the chapter left ministers with the prospect of an embarrassing reverse tonight. Jack Cunningham, the shadow foreign secretary, said: "They are treating the bill like a rubber duck. They shape it, twist it, bite it, alter it and it springs back into shape" ...
