NotesImage 1: See 20333 for published cartoon. News: 14 May: Mr Rippon said that Britain had made good progress in Brussels. The negotiators reached a settlement on the agricultural transition arrangements which safeguarded Britain's essential interest. He had obtained clarification of the declaration which the Community had made about the developing countries of the Commonwealth in the Caribbean and the Indian and Pacific oceans, the offer of association and the undertaking to safeguard sugar products. The negotiators also had preliminary discussion of some of the proposals which the community put forward offering a new approach to the method of calculating Britain's contribution to the budget during the transitional period. The major difficulty remained that of satisfying the New Zealand dairy producers which could not be settled within the context of association.
