Implied textFiction: Winnie the pooh. January 1969: In Place of Strife, a white paper
written by Barbara Castle, which proposed a cooling-off period before strikes could take
place. Workers who ignored the cooling-off period and stayed out on strike were liable to
prosecution, fines and imprisonment.

pastiche is based on the episode at the start of chapter six of Winnie the Pooh by A.A.
Milne: 'Eeyore, the old grey Donkey, stood by the side of the stream, and looked at himself
in the water. "Pathetic," he said. "That's what it is. Pathetic."' Barbara Castle appears
as Christopher Robin, carrying 'In Place of Strife', a White Paper from earlier in the year
which aimed at reducing trades union power. On the day this cartoon appeared she presented
the next stage of the government's incomes policy in another White Paper, but here the
whole strategy is being condemned by Vic Feather, General Secretary of the TUC, who appears
as Eeyore. The Prime Minister, Harold Wilson, is Pooh Bear, whilst former Foreign Secretary
George Brown sits in the tree as Owl."
