as arising from imminent economic and financial crises. The Marshall plan, said Moscow, was an
attempt of the US to save itself by "enslaving Europe with dollars"; or, to put it in less
passionate terms, by using its credit possibilities to expand its external markets. Soviet policy
appeared to be based upon the firm expectation of an early collapse of American Capitalism.
