NotesNotes: A secret codex to the Molotov-Ribbentrop pact of August 1939 to divide the Baltic states up into spheres of influence. On September 28th 1939 Lithuania, Estonia and Latvia all signed an agreement with Russia which allowed Soviet bases in their country. These nations theoretically remained neutral and sovereign states but in reality were subject to Soviet 'influence'. Finland refused and was invaded by Russia on 30 November. Soviet influence in the Baltic (necessary to Stalin for valuable ports) was traded for German influence in Poland.
