Britain's blueprint for post-war social security - what is already being referred to as the
Welfare State - was revealed today in the Beveridge Report. The plan, designed by Sir
William Beveridge and now being examined by the Government, is aimed at bringing the entire
adult population into a comprehensive, compulsory insurance scheme, giving protection
against sickness, unemployment, old age and support for families. It is hailed as a charter
for social security from the cradle to the grave, and is based on the principle of
universal flat-rate contributions and benefits... The report acknowledges that a completely
new structure of administration will be needed and it recommends the Government establish a
