NotesNotes: After long delays, negotiations on the Moscow proposal for a Triple Alliance
opened - but in a changed Russian atmosphere. Litvinov, Foreign Commissar, identified with
collective security, had been replaced by Molotov, who distrusted the Western democracies
and had been taking soundings elsewhere. Soviet conditions now included a free hand to deal
with "indirect aggression" in the Baltic states, through which Molotov thought Russia might
be vulnerable; and the right to pass troops through Poland - a sore point because the Poles
feared the Soviet troops might try to retreive those Ukranian and Byelo-Russian lands which
Poland had acquired after the war of 1921. Halifax, Maisky, Soviet Ambassador to London,
and Strang, of the British Foreign Office, could find no formula to fit the solution.
