NotesNews: 18 Dec. Sir Samuel Hoare, the Foreign Secretary, resigned today in sensational circumstances.The official announcement came after Mr. Baldwin had given him an unprecedented "Apologise or quit" ultimatum. This is how the Prime Minister has responded to the public outcry and anger inside the Cabinet, over the deal which Sir Samuel had made with France's Premier, Pierre Laval, for appeasing Signor Mussolini over Abyssinia. Under the Hoare-Laval pact, which will now be dead, Italy's right to keep the most fertile parts of Abyssinia which it has conquered would be recognised. Anthony Eden, Minister for League of Nations affairs, threatened to quit unless Mr. Baldwin disowned the Foreign Secretary forthwith. [Chronicle of the 20th Century]
News of the Hoare-Laval Pact contributed significantly to the weakening of the League's reputation in the 1930s. The Japanese invasion of Chinese Manchuria in 1931 and the Italian invasion of Abyssinia in 1935 had demonstrated that permanent members of the Council of the League would act aggressively in contradiction of their role as international peace-keepers. The Hoare-Laval Pact demonstrated that the two remaining original permanent Council members, Britain and France, would also act out of self-interest rather than collective security. Thus the League's credibility was minimal.
