NotesThe unsolved problem of Germany's future
continued to vex the Foreign Ministers. According to Molotov, it was understood at Yalta that
Russia was entitled to 10,000 million dollars worth of reparations from Germany in equipment and
current production. Byrnes replied that that figure had been only a basis for discussion. Anyway,
Yalta had been superseded by Potsdam where it had been agreed that Germany should be left with
sufficient resources to permit her to exist without outside help. Germany as an economic whole
could not exist if the surplus production of one zone were taken as reparations without reference
