As a result of the German campaign in the Balkans, Bulgaria obtained territorial accessions from Yugoslavia, Greece and Rumania without firing a shot, and this fact, if no other, led many Bulgars to identify their interests with those of the Axis. The German invasion of the U.S.S.R. however, brought about a sharp change in public feeling; the traditional pro-Russian sympathies of the Bulgarian people - based on racial, linguistic and cultural affiliations, appreciation of Russia's part in securing Bulgarian independence, and the absence of any disputed issue between the two countries - were strongly in evidence, and great popular opposition developed to the idea of war with Russia. Shortly after Germany's attack on the Soviet, the Bulgarian General Staff presented a memorandum to Tsar Boris advising against any participation in the Eastern campaign, which led to the removal of the entire High Command...
