NotesBidault, French Foreign Minister, believed in the need to revive German industry to make her self-supporting, but the French remembered the two world wars and were apprehensive of the risks of a third. As one of a series of treaties among the European countries, to reassure France and secure her co-operation, Bevin signed with Bidault an Anglo-French treaty of alliance at Dunkirk, scene of historic events in the war.
