NotesCatering Wages Bill. - Second Reading. - Conservative Opposition. The text of the Catering Wages Bill for the regulation of wages and conditions throughout the catering industry was published on Jan. 28. It provides for a statutory commission - the Catering Wages Commission - consisting of not more than 7 persons (including independent members and persons qualified to represent employers and workers who are not themselves directly connected with the hotel and catering trades) who will have power to deal with any matter affecting the wages, conditions, health or welfare of catering industry workers, as well as the question of tipping... The committee may furthermore submit proposals for fixing wages, intervals for meals or rest, and holidays... The Minister [of Labour] may also appoint officers empowered to obtain information from employers and workers regarding wages, holiday, and other conditions, to inspect wage sheets and other records, ... A strong group of Conservative M.P.'s headed by Sir Douglas Hacking, decided on Feb. 4 to oppose the Bill as involving a breach of the undertaking given in the House on Nov. 13 regarding the introudction of controversial legislation during the war. ... On Feb. 11 it was announced that Mr Bevin would meet Conservative critics of the Bill to discuss the possibility of an agreement on amendments. ... [Keesing's contemporary Archives p.5627]
