NotesNews: On Dec. 1, 1942, Sir William's Report was published (Social Insurance and Allied Services, H.M. Stationery Office, Cmd. 6404, 2s.) running, with appendices and tables to nearly 300 pages. ... Part II discusses in great detail each of the 23 changes listed ... Among questions of particular interest, Sir W. Beveridge points out, under point (3), that the present Approved Society scheme necessitates the keeping of separate contribution cards for health and unemployment insurance or special machinery for assigning health contributions to particular societies involving, whichever method is adopted, a separate valuation every 5 years of each of the financial units (now numbering about 6,600) and thus causing unnecessary duplication and additional cost and trouble to all parties involved. Furthermore, no organised disinterested information is available to guide insured persons in the choice of an approved society, since officially all societies must be allowed to compete for members on equal terms and the insured persons must make their choice - which might affect their benefits substantially over a long period of time - without sytematic guidance or any means of comparing different societies . ...
