Production and man-power: The questions of production and the utilisation of man-power, were discussed together with the shipping position in the debate on Nov. 28. Mr Arthur Greenwood (Minister without Portfolio) said that after 15 months of war the war effort had enormously increased and within two years of this war the Government aimed to be in the postion achieved after four years of the last war, when the industrial war effort was at its peak.... Mr Ernest Bevin (Minister of Labour and National Service) said that compulsory military service could not be compared with the principle of compulsion in industry. If the Government undertook the conscription of labour it would make direct for defeat... [p.4356]
