NotesJune 17, Chinese-Japanese conflict. - Japanese blockade of the British Concession at Tientsin. - The refusal of the British authorities at Tientsin to hand over four Chinese alleged by the Japanese to have murdered on April 9 a customs superintendant of the Japanese-controlled administration, by name Cheng Shih-kang, inside the British Concession, led the Japanese military authorities to announce on June 10 that the British Concession would be blockaded and isolated until the suspected men were surrendered . ... Anglo-French-Soviet Negotiations. - ... Mr Strang [head of the the Central Department of the Foreign Office] arrived in Moscow on June 14, and the next day, accompanied by the British Ambassador Sir William Seeds, and the French Ambassador, M. Naggiar, he had conversations with M. Molotov. An official Russian statement on the meeting was made to the effect that the chief divergences were considered and that the text of new Anglo-French proposals was handed to the Russian Premier. It added that "the results of the first talks are regarded as not entirely favourable". The conversations were continued on June 16 and June 21 ... [Keesing's Contemporary Archives p.3617]
