NotesNotes: After long delays, negotiations on the Moscow proposal for a Triple Alliance opened - but in a changed Russian atmosphere. Litvinov, Foreign Commissar, identified with collective security, had been replaced by Molotov, who distrusted the Western democracies and had been taking soundings elsewhere. Soviet conditions now included a free hand to deal with "indirect aggression" in the Baltic states, through which Molotov thought Russia might be vulnerable; and the right to pass troops through Poland - a sore point because the Poles feared the Soviet troops might try to retreive those Ukranian and Byelo-Russian lands which Poland had acquired after the war of 1921.
