NotesNews: John Major tried a last ditch gamble to turn the European issue to his advantage when he appealed over his party to the country to accept the sense of his negotiate and decide policy on the single currency. "Whether you agree with me or disagree, whether you like me or loathe me - don't bind my hands". Major may speak powerfully on behalf of his party but he no longer is seen to command it. At least 180 Tory candidates declare themselves against the single European currency thereby undermining Major's view that "it will be made absolutely clear to members of my next government when they join that they are going to be bound by collective responsibility on this policy".
