News: "Ed Miliband will today promise that a Labour government would seek to cap some parts of the welfare budget, the latest move intended to shed his party's high-spending image. The Labour leader will also suggest that a Labour government could cut the benefits paid to welfare claimants who have never worked, and give higher payments to people with a record of work. Despite Mr Miliband's attempt to alter his party's message on welfare, a lack of detail on precisely what his measures would involve meant that his speech has already been attacked by the Conservatives as "completely empty". The Tories yesterday seized on a Labour decision to accept the Coalition's cuts in child benefit for high earners.
