NotesNews: "Across the Rubicon; David Cameron had pledged to keep statute out of press regulation. But his Royal Charter does subject a free press to Parliament and sets a dangerous precedent. It was an appropriate ending to a farcical round of negotiations over press regulation that all sides should emerge claiming to have won prizes. For a deal on which all parties appeared to agree, there was an awful lot of disagreement. Unfortunately, nobody made the central point, which is the principle that a free press not subject to Parliamentary statute has been conceded. .... . Yesterday afternoon, a clause was inserted in the Enterprise and Regulatory Reform Bill that established the Royal Charter. The idea that this is not, as Mr Cameron claimed, "statutory underpinning" is impossible to uphold. ... " Editorial, The Times
