NotesNews: "Across the Rubicon; David Cameron had pledged to keep statute out of press regulation. But his Royal Charter does subject a free press to Parliament and sets a dangerous precedent. It was an appropriate ending to a farcical round of negotiations over press regulation that all sides should emerge claiming to have won prizes. For a deal on which all parties appeared to agree, there was an awful lot of disagreement. Unfortunately, nobody made the central point, which is the principle that a free press not subject to Parliamentary statute has been conceded. .... . Yesterday afternoon, a clause was inserted in the Enterprise and Regulatory Reform Bill that established the Royal Charter.
