NotesNews: "David Cameron has insisted "real progress" on press regulation is being made as his whips mounted a frantic campaign to cushion him from a Parliamentary defeat. The Prime Minister said yesterday all main parties were in a "much better place" after they set out rival proposals for a Royal Charter establishing tighter regulation in the wake of Lord Justice Leveson's report on phone hacking. However, up to 20 Conservatives are set to defy the leadership in tomorrow's vote on an amendment to the Crime and Courts Bill. This would enable courts to impose "exemplary damages" in libel cases and other civil actions on newspapers that have not signed up to the regulator. Whips have privately conceded the vote may well be lost. However, the Prime Minister offered an upbeat message before his party's spring conference: "I am delighted by what is happening. I made my move last week to try to unblock the log jam and that seems to be what has happened. "The other two parties are now in favour of a Royal Charter, that's good news. They have dropped many of their previous unworkable demands, that is good news. They do not want to have some all-singing Leveson law, which I think would have been bad for our country, that is good news." On Friday Labour and the Liberal Democrats published plans for a "strengthened version" of the Royal Charter. They believe legislation must underpin an independent self-regulatory body as recommended by the Leveson Inquiry.
