NotesNews: 1 Dec: Mr Heath had intended to drive from the House of Commons to a reception at Downing Street but his car could not get through the traffic. He left his car and walked arriving 10 minutes late for a reception. The inconvenience resulted in a midnight telephone call from the Prime Minister's office to Sir Desmond Plummer, Leader of the Conservative-controlled GLC, who was in Tokyo. Speaking at a Conservative meeting Mr Heath said that it was "perhaps not such a bad thing for the Prime Minister to blow his top occasionally". The reason given for the traffic congestion was that several heavy vehicles had broken down on Westminster Bridge.
