Those against the terms were Mr Wilson, Mr Callaghan, Mr Healey, Mr Wedgewood Benn, Mr Michael Foot, Mr Fred Peart, Mrs Barbara Castle, Mr Willie Ross, Mr Crosland and Lord Beswick. Those for entry on the terms stated in the White Paper were Mr Roy Jenkins, Mr Douglas Houghton, Mrs Shirley Williams, Mr Harold Lever, Mr Edward Short, Mr George Thomson and Lord Shackleton.
