NotesNews: 3 August: Four killed in Ghana bomb attack when ad bomb was thrown near President Nkrumah's car. News: 10 August: Heath's report stated that when the Six Ministers considered what would happen if world-wide agreements for trade in the principal agricultural products did not prove practicable, "the Community reaffirmed their readiness to conclude agreements for the same purpose with those countries who wished to do so, and, in particular, the Commonwealth countries." The French considered that he should have added that he did not find this lumping in with other countries enough of a concession to the Commonwealth. Read in conjunction with the sentence, "The French delegation took the view that it was not possible for it to give its agreement to arrangements for temperate agricultural products from the Commonwealth until further consideration had been given to the question of the financial regulation of the common agricultural policy", this seemed to the French to be putting the blame on them for negotiations pausing where they did.
