his peerage. The Queen appointed him on Macmillan's advice. The Tory party is in ferment which
started with Macmillan's resignation announcement from hospital. Lord Home emerged on top after a
mysterious process of consultation. The deputy premier, Rab Butler, was widely expected to get
the job. Iain Macleod, leader of the Commons, and Enoch Powell, the Minister of Health, are among
the government ministers refusing to serve under Lord Home.
