NotesNews: July 22. An independent inquiry is to be set up to investigate housing in London, particularly in the private rented sector. The announcement came during a heated Commons debate, when Labour leader, Harold Wilson, denounced the rent-rackets run by "creatures of London's underworld growing fat by battening on human misery." He attacked both the Government and the police, who had played a "curiously passive role in this shabby record of gangstering." The debate follows exposure of the practices of the late Peter Rachman, a slum landlord who made millions by buying cheap tenanted property and then using terror to force tenants from their homes.
